De circulaire mindset dringt overal binnen. Ook in onze manier van stedenbouw en ruimtelijke planning. Als pilot voor de opleiding ‘Circulaire stedenbouw‘ trokken we naar Brussel om er te proeven van de circulaire logica. Op het programma: de WTC-gebouwen, het Citroëngebouw, Allee du Kaai, Gare Maritime en Tivoli GreenCity.

Het WTC-gebouw
Op een steenworp van het Brusselse Noordstation bevinden zich de WTC-gebouwen. Vanouds concentreert de ambtenarenhuisvesting zich in deze wijk. Het gevolg: een monofunctioneel gebruik van de ruimte. Met de herschepping van de oorspronkelijke WTC-torens wil de Vlaamse overheid plaats maken voor een gemengd ruimtegebruik.
Ontwikkelaar Befimmo legt met het project de lat hoger dan het traditionele huisje-tuintje-kantoorgebouw. Het circulaire Brusselse WTC zal naast kantoorruimtes wooneenheden, een daktuin en een hotel huisvesten. Het transformatieproject is ook een zoektocht naar het efficiënte hergebruik van materialen en elementen. Het gebouw zal voor ongeveer 70% bestaan uit materialen die gerecupereerd of gerecycleerd zijn.

Het Citroëngebouw
Een monument in het Brusselse straatbeeld: het Citroëngebouw aan het IJzerplein. Een staaltje van moderne architectuur. Opgetrokken door de gelijknamige Franse autobouwer beschikte het gebouw met een oppervlakte van 16 500 m² over een immense toonzaal met garagegedeelte. Industriële architectuur primeert: weinig poespas, veel staal en veel glas.
Anno 2019 is het gebouw in beheer van de Brusselse overheid. De site moet de sociale en culturele activiteiten in de wijk naar een hoger niveau tillen. De moderne uitstraling en de culturele meerwaarde van de Citroënvestiging zorgen voor een voorziening met internationale allure. Het Belgische architectenbureau noAarchitecten ontwierp samen met het Zwitserse EM2N en Britse Sergison Bates Architects het nieuwe museum Kanal – Centre Pompidou. Het multidisciplinaire complex zal verschillende functies herbergen, zoals musea en een cultureel centrum. De opening wordt eind 2022 verwacht.

Allee du Kaai
Allee du Kaai, een rist leegstaande loodsen aan de Havenlaan, bewijst dat leegstand niet leidt tot achterstand. Toestand vzw toverde de panden om tot een ontmoetingsplek voor sociale, artistieke als sportieve activiteiten. “Met Allee du Kaai reactiveren we een onderbenutte ruimte in hartje Brussel. In samenwerking met Leefmilieu Brussel neemt Toestand deze loodsen in tijdelijk gebruik”, zegt Tine Declerck.
Toestand gaf Allee du Kaai het allure van een skatecafé. Declerck: “We vulden de ruimte op met tweedehandsspullen. We stimuleren hergebruik en proberen creatief om te gaan met de spullen die we krijgen. Met de restjes beton van Inter-Béton maken we bijvoorbeeld onze eigen skateramps. Allee du Kaai is een publiek toegankelijk project. We creëren geen drempels voor mensen om hier tezamen te komen. We vragen geen entreegeld en ook consumpties zijn bij ons niet verplicht. De sociale dynamiek die hier in de lucht hangt, komt de wijk enkel ten goede.”

Gare Maritime
Beroemd en berucht : het leegstaande goederenstation Gare Maritime aan de Tour & Taxis-site. Vandaag nog een werf maar binnenkort zullen de hallen winkels, showrooms en horecazaken huisvesten. “De inbouw van 12 afzonderlijke bouwblokken uit Cross Laminated Timber (CLT) zorgen voor extra kantoorruimtes en -mogelijkheden op hoger gelegen verdiepingen”, stelt Nadja Van Houten van Bureau Bouwtechniek.
Niet enkel het gebruik van demonteerbare CLT-elementen zorgt dat Gare Maritime een circulaire toets krijgt. Van Houten: “De restauratie en herwaardering van de originele structuur zorgden dat afbraakwerken achterwege blijven. We zorgden dat een minimum aan elementen diende vervangen te worden. Het oude goederenstation zal een veelheid aan functies mengen wat perspectieven opent. Zowel voor de site als de wijk een mooie meerwaarde.”

Tivoli GreenCity
In Laken is sinds kort een nieuwe duurzame woonwijk opgetrokken: Tivoli GreenCity. Het project legt de focus op de vermenging van functies en stapt af van monofunctioneel ruimtegebruik. Woningen, kantoorruimtes, horeca en natuur: ze vloeien naadloos in elkaar over. De duurzame wijk van 4,5 hectare omvat 397 woningen: 271 middelgrote woningen en 126 sociale woningen onder beheer van de Lakense Haard. Sociale gemengdheid staat in deze wijk op nummer één. Het ambitieuze project is volledig ontworpen door de tijdelijke vereniging Adriana en boydens engineering.
Tivoli GreenCity belichaamt het prototype van de duurzame wijk. Op het vlak van energieproductie, waterbeheer, materiaalgebruik en afvalbeheer zijn doordachte stappen genomen. Alle gebouwen zijn bijvoorbeeld passief en minstens 35 procent van de woningen voldoet aan de nulenergienorm. Het gebruik van regenwater voor huishoudelijk gebruik en de insijpeling van overtollig water ondersteunen het duurzame waterbeheer. Ook verschillende groengevels zorgen voor een natuurlijke waterberging. Collectieve ruimtes in de gebouwen en de stadsmoestuinen bewijzen dat Tivoli GreenCity streeft naar sociale duurzaamheid.
De bewoners scharen zich achter de duurzaamheidsprincipes die de Tivoli-wijk belichaamt door bij aankoop van hun woning een charter te ondertekenen. Deze tekst somt de maatregelen op die bewoners dienen te nemen om hun ecologische voetafdruk te minimaliseren.
